Council Update - February

16/2/2014

The following information was provided by Council in follow up to the Council works/project information presented on 6th February at the BMPCA meeting
  • Repair works on Candalagan Creek Bridge have currently ceased due to the extremities of subsurface damage. The bridge has been assessed by consultants and a 17 tonne load limit imposed. Budgets for replacement of the super-structure have been proposed for the 14/15 financial year and are subject to council’s normal budget process. Council will also seek further funding from the Federal Government who in November 2013 announced a $300M program to assist in replacing old and unsafe bridges. This funding is on a $ for $ basis and would allow for a complete structure replacement.
  • Resurfacing of Captain Oldrey Park will commence in late February, early March subject to suitable weather conditions.
  • Council has engaged contractors to repair the bore at Captain Oldrey Park to assist in the above mentioned re-surfacing works.
  • Council’s water crews will be undertaking water main valve replacements in the near future. There may be periods of disruption to water supply. Residents will be advised accordingly in accordance with council policy. It is envisaged that disruptions will only be minor, for several hours maximum.
  • Vegetation pruning of the existing shared pathway along Coronation Parade and Heath Street will be carried out in the next couple of weeks.
  • A plan was presented to the group on the alignment of the proposed shared pathway in Grant Street from Heath Street to McNee Street. This plan also showed drainage works, a replacement bus shelter and kerb & gutter. Positive feedback was received and council design staff will work this plan up in readiness for construction. Drainage works are proposed to commence in late February, early March with kerb and shared pathway works to follow. Effected residents will be further notified prior to the commencement of works.

Notes relating to questions raised at the meeting

  • Council notes a request that during periods of high rainfall large puddles form on either side of the footbridge located on the gravel shared pathway linking Broulee to the windsock. The request was to have additional material incorporated to the approaches on either side of the bridge to improve drainage and alleviate the ponding of water. Council will look into this request and advise further.
  • There are several locations along the existing shared pathway along Coronation Parade where sight distance for users is limited. A request was made that council look at trimming vegetation to make improvements.
  • It was noted that in Broulee and Mossy Point that there were no bus shelters located on the western side of the bus route. For those travelling north, shelter was limited in inclement weather.
  • A question was asked as to whether council intended re-concreting the area between the north Broulee toilet block and the beach shower. This will be investigated and a further response will be provided.
  • An inspection of the handrail on the eastern side of Candalagan Bridge is required as there appears to be further damage over the busy Christmas period and the damage may be posing a safety risk to the public.
  • A question was posed as to the timing of construction for the next section of pedestrian path in Mossy Point. I can advise there is a draft budget line item in the 14/15 budget for a pedestrian path, Surfside Avenue to Annettes Pde (1.5m wide). This project will be subject to council’s normal budget approval process and will only become formal once adopted by council in the 14/15 Operational Plan.
  • It was noted that asparagus fern was growing around the surrounds at Captain Oldrey Park. This will be conveyed to Courtney Fink at council for further advice.

Minutes of Broulee and Mossy Point Community Association 6th February 2014
Meeting opened 7.00pm

Apologies Marie Zuvich, Dan Lloyd-Jones, Catriona Kennedy.

An amendment to the previous meeting minutes was accepted to record that Marie Zuvich had been granted life membership of the association.

The chairman welcomed – Geoff Miller (Eurobodalla Shire Council), Kelwyn White (NSW Fire Service) and Shirley Dix (New Member)

The treasurer reported that the BMPCA made $495 from the sandcastle competition . It now had $16,583 in the pathway account and $4,632 in the general account

Geoff Miller from ESC provided an council update on various items of interest (see separate post and attachments):

Matters raised by members included the possibility of installing a bus shelter on the west side of Grant street, completion of landscaping and disabled access at the North Broulee toilet block (Ross to complete a sketch plan), control of coastal wattle on the windsock track to reduce root damage to the surface, removal of asparagus fern at Captain Oldrey Park. Confirmation by council of most of these items can be found here

It was noted that the next shared pathway priority would be from the intersection of Beach Road and Annetts Parade to Surfside Avenue. Council is seeking feedback on the draft Grant St plan

The meeting noted that a local group had been formed to oppose the opening up of Caitlin Crescent as a 24 hour access road for St Peters College.

Ross Hayward is holding 60 pavers but it was noted that the existing placement of pavers was not in a high visibility spot and at risk of damage if the adjacent block of land was developed. Ross and Greg Miller would consider a preferred placement plan.

Kelwyn White reported on fire planning for Broulee and Mossy point and attendance at public meetings. Plans will soon be finalized. She will write to Crown Lands to see whether a special permit is required and/or available for landholders adjacent to Candlagan Creek to undertake fire management on Crown land.

It was noted that the Bay to Breakers swim was on 9 March and that BMPCA Volunteers were needed to help with registration, finish timing etc. Please contact Lynn Bain (44716371) if you can assist. (Derek, Fran, Elaine and John offered at the meeting, we will need more). Batemans Bay Sailing Club would loan buoys again.

Congratulations were recorded for the participants in the George Bass Classic Surf Boat Race and the organizers and participants of the surf record attempt for the Guinness Book of Records.

A motion to write to Warren Sharpe congratulating him on his OAM was carried by acclamation.
