Broulee Mossy Point Community Association General Meeting
Thursday 20th September 2018, Broulee Public School
MINUTES

Meeting opened at 7.40pm.
Attendance as per attendance register and apologies noted.

Confirmation of meeting Minutes of 10th May 2018.
Moved Shirley Read, 2nd Vince Fisher that the Minutes of 10th May 2018 be accepted. Carried.

Correspondence:  Out – To ESC on CAMP, and Items from last meeting.
In – email from Councillor Mayne, Letter from resident on trucks parked off Train St.

General Business
Motions from the Treasurer 1. That BMPCA donate $400 to Broulee Public School for the use of their premises. Moved Ross Hayward, 2nd Lynn Bain. Carried.

That the pathway payment of $16,000 be paid by 2 cheques, $14,000 from the Pathway account, and $2,000 from the General account. Moved Ross Hayward, 2nd Bev Paris. Carried.

A query and discussion followed on the $ value of contributions to the local community made by BMPCA over recent years, and Lindsay Boyton will prepare a list to inform the community.
Motion; BMPCA prepare a letterbox drop information sheet detailing financial contributions and ongoing projects that BMPCA has made to the local community.
Moved Vince Fisher, 2nd Lindsay Boyton. Carried.

Capt Oldrey Park Master Plan : 2 members of the executive will meet with Council staff and all other users of the park to look at the MP and discuss pros and cons. Much discussion on putting the Association’s view forward, with emphasis on offering a positive alternative to clearing for an oval, to developing an environmental education track with interpretive signing, for the benefit all, and working closely with Council to sensitively plan tree removal where necessary for expansion of the facilities. Submissions encouraged, due by 10th October.
 
Consider elevating the issue in view of membership size, go directly to the Mayor, and advocate for longer term planning for sporting ovals elsewhere.

Longer term strategy that the Association consider convening a new Management Committee for Capt. Oldrey Park with all users, apart from Council, to put a combined view.

Guys and Dolls Fundraiser : Matinee performance on 11th November.

Other Issues.
Parking on Train St. congested and safety issue with students from adjacent school. To raise the issue with ESC.

Candlagan RFS Open day Saturday/Sunday 22/23 September.

Derek Anderson proposed that the Association consider offering a donation to a local student Jaylah Hancock-Cameron who is attending the Youth Olympics in Buenos Aries, the current 1500m Australian Champion.

Motion: The Association agree to give a donation to Jaylah Hancock-Cameron if affordable after examination of the accounts. Moved Derek Anderson, 2nd Roger Gribble. Carried.

Art on the Path – Sunday 30th September, BMPCA responsible for BBQ. Volunteers Bruce, Derek, Richard. To have achievement list on display and tickets for Guys and Dolls.

Request for pedestrian path for safe access from Heath St. to Broulee supermarket/PO on western side of Coronation Drive be raised with ESC.

Report on long term strategy for Eurobodalla water supply tabled.

                Annual General Meeting Minutes

President Ross Hayward opened the meeting at 7pm.
Attendance as per attendance register.
Apologies : Di Jay, Trish Eccles, Edie Robertson, Elaine Anderson

Moved Peter Dunn, 2nd. Lindsay Boyton. Carried.

President’s Report     The President outlined issues and advocacy that the Association has been involved in over the last 12 months.

The Annetts Parade footpath from Sunrise Ave. to Pacific St. has been completed, funded principally by a grant from the State Government and a financial contribution of $16,000 from BMPCA. This has been very well received by the local community.

Capt. Oldrey Park planning has seen much involvement from the Association, organising a public meeting in March 2018, and representations at Council meetings. The Master Plan is now out on public exhibition until 10th October, with submissions invited and encouraged from the community.
CAMP – the Companion Animal Management Plan covering “dogs on beaches” was a hot issue.
T
he Association assisted the Estuary Estate residents in their advocacy to Council over access issues to Oaks Ranch.

The Rural Lands Strategy Planning Proposal, which has been ongoing since 2012, came to community attention with its potential to impact on urban areas, resulting in a public meeting of Mossy Point residents supported by the Association in August 2018.

On a final positive note the Bay to Breakers swim in March 2018 was an excellent partnership event with BSSLC, bringing the community together, and also a healthy fundraiser for BMPCA.

Treasurers Report :   The Treasurer presented his report for 2017/2018, and tabled the financial accounts.
The Association’s finances have improved with increased membership since emailing reminders to members when subscriptions due based on a calendar year. Membership now sits at 129. The Shared Pathway account will be very reduced after contributing to the Annetts Parade pathway, hence the need for additional fundraising.

 The General account balance is $7,764.46,
 Shared Pathway account balance is $14,171.66
Moved Lindsay Boyton, 2nd Vince Fisher, that the Treasurer’s report be accepted. Carried.

Election of Office Bearers.  The President vacated the chair, Richard Roberts was appointed Returning Officer, and declared all positions vacant. All positions were uncontested and confirmed.

Vice President: Andrew Bain – nominated by Lynn Bain, 2nd Ross Hayward.
Treasurer: Lindsay Boyton – nominated by Derek Anderson, 2nd Bev Paris.
Secretary: Barbara Roberts – nominated by Andrew Bain, 2nd Ross Hayward.
General Committee: Dan Lloyd-Jones [website manager] nominated by Barbara Roberts, 2nd Peter Dunn. Vince Fisher, nominated by Lynn Bain, 2nd Ross Hayward, Judy Baghurst, nominated by Barbara Roberts, 2nd Shirley Read.
Public Officer: Lindsay Boyton to continue.
