Minutes of General Meeting 19 September 2019 at Broulee Public School

Attendance and apologies as per register for AGM.
Confirmation of Minutes of meeting on 16 May 2019.
Moved Andrew Bain, 2nd Ross Hayward, with amendment to apologies to include Vince Fisher, Judy Baghurst and Shirley Read. Agreed.

Correspondence
Letter written to Minister for Planning over concerns BMPCA has for area on Captain Oldrey Park concept plan indicating open space, which ESC states is for residential development as signed off on the master plan. Concept plan not final, planning decisions are covered by the master plan.

Treasurer’s Report
General account : $7,061.28
Shared Pathway account : $6,069.39
Moved Ross Hayward, [in absence of Treasurer] 2 nd Barbara Roberts. Agreed.

General Business
Request for further letter be sent from BMPCA to ESC stating the strong community view and expectation was that the “open space” in the concept plan for COP was not for housing.

A wide ranging discussion followed on the need to push for a regional sporting complex with Council and State government, not Captain Oldrey Park, except for Netball, but an area with more space such as Gundary Oval or the Rosedale development. Need other sporting bodies on-side, and discussion with district sporting associations. Suggestion to invite Matthew Neason to speak to the next meeting on recreation matters.

Concern raised about the safety of a new access driveway onto Annetts Parade, Mossy Point. To be monitored.

Art on the Path, Sunday 6 October. BMPCA to BBQ, volunteers – Derek, Richard, Ross, Vince. To start at 8am.

Letters tabled from Broulee Public School, raising concern over the extent of bushfire mitigation clearing. BMPCA and the local Landcare group have supported the school in environmental weed removal and cooperated on retention of the Bangalay sand forest campaign for Captain Oldrey Park. Proposal for letter to be sent to the Principal supporting the school community’s concern.

Broulee Bay to Breakers swim booked for 8 March 2020 with more competitors and more volunteers required from BMPCA.

Brief discussion on new “Dogs on Beaches” signage how to educate visitors.
Suggestions – approach local real estates to include information and link to ESC website for holiday renters, and beach maps for local area.

Broulee Mossy Point Community Association Inc.
Annual General Meeting Minutes
19th September 2019. Broulee Public School.

President Ross Hayward opened the meeting at 7pm.
Attendance as per attendance register.
Apologies : Edie Robertson, Linda Chapman, Anthony Mayne, Trish Eccles, Moira
Castle, Mike Castle.
Confirmation of AGM Minutes of 20th September 2018.
Moved : Derek Anderson, 2nd Lynn Bain.

President’s Report The President characterised the year as fairly quiet, involving
strategic planning.
Captain Oldrey Park master plan was signed off by Council, and the accessibility
Nature Trail has been roughed out by the sub-committee with a funding grant
available in the current financial year.
The Association approached Banksia Village to propose a joint funding contribution
to a pathway project offering safer access from Heath St to Broulee supermarket and
PO. No donation discussed, as waiting on a cost estimate from Council who will do
the work but do not regard it as a priority. The cost estimate has just come to hand
at $25-30K.
Other issues addressed during the year, Nth Broulee amenity – bus shelter, access
steps to viewing platform and road drainage on Coronation Drive and Broulee Rd.
The President closed with a plea to maintain the community association as it serves
to benefit the local community, is a vehicle to speak to Council in a cooperative
atmosphere, and has an annual meeting with senior staff to raise local issues. A
suggestion to be followed up via the website is to have links to other local
community associations in the area.

Treasurers Report : In the absence of the Treasurer the President tabled the
financial accounts for 2018/2019
General Account balance : $6,951.28
Shared Pathway Account balance : $1,066.68

Election of Office Bearers. The President vacated the chair, Richard Roberts was
appointed returning officer, and declared all positions vacant. Only one nomination
was submitted being Lindsay Boyton for Treasurer duly elected. Other positions
were nominated from the floor and confirmed, but none for President.
