AGM Minutes

BROULEE MOSSY POINT COMMUNITY ASSOCIATION INCORPORATED
ANNUAL GENERAL MEETING AT BROULEE PUBLIC SCHOOL
8 SEPTEMBER 2016

Attendance: As per Attendance Sheet.

The President opened the meeting at 7.05 pm, and welcomed those present to the meeting.

Visitor's Presentation:
With the agreement of those present, the President suspended normal business and invited a visitor, Ian Carmody, to address the meeting.  Mr Carmody spoke about a project to open a community bank in Moruya. He mentioned that:

    •    The idea for a community bank followed the withdrawal of St George bank from Moruya.
    •    The project was for a company to be formed, with local shareholders.
    •    Bendigo Bank would grant a 'franchise' to the branch, but control of operations including dispersment of profits would rest with shareholders.  10% of profits would go to shareholders, and 80% to local community causes.
    •    Currently locals were being asked to pledge $750,000 to meet the first two years' operational costs, $60,000 has already been pledged.
    •    Since a similar venture began in Braidwood, $2,000,000 has been paid to the community, including providing accommodation for a GP, with a GP subsequently taking up residence there. Other successful set-ups are in Pambula, and Milton.
    •    There is a temporary shopfront for the project set up diagonally opposite Woolworths Moruya, near to the Planet Tx music store.

Mr Carmody took on notice a question about the 'trade-ability' of shares, and he is available to answer queries on 0406 379 529.

The President thanked Mr Carmody for his address, which was appreciated by those present.

Normal business resumed at 7.33 pm.

The meeting thanked Derek Anderson for conducting the election.

President's Report:
The President advised that the Association and the Broulee Mossy Point precinct had had another successful year, and mentioned:

    •    The presentation to Eurobodalla Shire Council (ESC) of $25,000 towards the new gravel sealing of the cycleway between South Broulee and the North Head Campground.  Particular mention was made of the efforts of Rodney Scholes who began campaigning for this track 15 or so years ago.
    •    The revision of the Broulee Development Plan, with the Association coordinating community input.  The revised Plan is on the ESC website.
    •    The opening of the new road bridge over Candlagan Creek.
    •    That the bitumen surface of the approaches to the new bridge is temporary while the road base settles, it will receive a final finish after a few more months.
    •    The upgrade of the carpark and surrounds on the Mossy Point side of the bridge.
    •    The re-positioning of the creekbank plaque commemorating the loss of the Rover in 1841, it's now in a position where it is being noticed.
    •    That Art On The Path is happening again at Broulee on 2 October 2016. Apparently holding the event at Tomakin did not attract much of a response.
    •    That the sand modelling and sandcastle competition approval for this year is still held up while ESC conducts a review of its 'Recreation and Open Space Strategy'.


Annual Financial Report:
The Treasurer reported that the Association's finances are healthy, although there is to be follow-up action on optimising interest rates on the various bank accounts. He mentioned that the Association has 117 financial members, and there was a suggestion that there might be benefits from a letter-box drop advertising the Association, there is anecdotal evidence that many residents and landholders don't know of the Association's existence.

Motion: (Treasurer, 2nd D. Anderson).  That the Treasurer's Report be accepted. Carried.

Public Officer:
The meeting agreed that Lindsay Boynton continue as the Association's Public Officer.

The President closed the Annual General Meeting at 8.10 pm.

The President opened the meeting at 8.11 pm.

Previous Meeting's Minutes:
In the absence of the secretary the President read the minutes of the previous meeting.

Motion: (D. Anderson, 2nd B. Roberts).  That the minutes of the previous meeting be accepted. Carried.

Matters Arising: It was noted that the next review of Eurobodalla Shire Council's (ESC's) Companion Animal Management Plan would not be until 2019.  At that time the Association could resurrect its concerns about dogs on beaches and reserves, including the suitability of signs.


General Business:
Motion: (B. Roberts, 2nd D. Anderson).  That the Association meets with ESC representatives at the Annetts Parade/George Bass Drive intersection to consider road safety concerns and recognise the potential for serious accidents there. In this respect, preference is to improve visibility and/or to reduce the speed limit to 80 kph . Carried.

The meeting agreed that:
    •    The current priority for footpaths is Annetts Parade from Surfside Avenue to Pacific Street, and that further continuation, to service the intersections with Hilmer Avenue, River Road, Connells Close, Waterfront Close and eventually to George Bass Drive should be an aim.
    •   The Council Draft Revised Pathways Strategy at http://www.esc.nsw.gov.au/inside-council/project-and-exhibitions/public-exhibition/on-exhibition/draft-revised-pathways-strategy-2016/Eurobodalla-Pathways-Strategy-2016-draft.pdf.

The following subjects were discussed, for raising during the ongoing liaison with ESC:
    •    The top step to the lookout at the Broulee (North) toilet block presents a trip hazard.
    •    A resident has requested another pathway, on Broulee Road from Clarke Street to Imlay Street.
    •    There is a need for attention to the swampy mess that serves as a vehicle turning area and footway between Connells Close and Annetts Parade.
    •    Captain Oldrey Path is grossly underused, before ESC took it over and introduced significant fees for activity there it was used by numerous small groups.

The meeting noted a suggestion that a footbridge be built across the Tomaga River from the Public Jetty.  There was concern that such would impede watercraft, unless it was high or a drawbridge. The meeting agreed that the Association not support the proposal.
Matters listed for discussion at the next meeting include whether ESC should plant trees on nature strips in new areas, currently there is no plan after previous experience with newly planted trees being destroyed during building works.

Motion: (B. Schaefer, 2nd A. Mayne). That an invitation be sent for a councillor and an ESC staff member to attend each Association meeting. Carried.

Motion: (L. Boynton, 2nd D. Anderson). That the Association makes its annual donation of $400 to Broulee Public School. Carried.

Next Meeting: Thursday 1 December 2016.

Richard and Lynn Noted previous minutes

The Coastal Zone Management Plan – meeting Tuesday 26 May 6-8pm at Broulee Primary School. Covers discussion of sea level rise.

Some members have noted that it is difficult to pay for Association Membership. We will discuss with Lindsay the option of providing online payments for membership, and see if there is a automated system to manage membership. At a minimum the preferred is to provide a Direct Debit option.
 
Richard moved a motion for Andrew to draft a submission to council to standardise Dog rules on Broulee beaches which addresses contradictory signage and takes into account the changed use and improved access to the beaches.
 
It was proposed that representatives of BMPCA meet with Council to discuss whether we can co-contribute materials that could be used in the stabilisation of sandy sections along the proposed bike path extension adjacent to the Airport fence line.
 
The fourth annual Broulee Bay to Breakers Ocean Swim was conducted on Sunday 8 March 2015 and our contribution to the event raised $1,400 for the Community Association. You can read the race report here

General Business
  • A number of our members had requested an update on the Candlagan Creek bridge project. Thanks to Warren Sharpe from Council who provided the following update:
The design is progressing.

Tendering and commencement of work will be dependent on budget decisions yet to be finalised by Council. If Council determines in favour of proceeding, we will schedule to go to tender late this financial year with a view to construction occurring in 2015/16.

  • Membership renewals are due for 2015. A renewal form is available on our website
  • The Community Association is looking for members to volunteer at the Broulee to Breakers Ocean Swim which is one of our biggest fundraisers of the year. We need people to help on the evening of Saturday 7th March @ 5pm before the event to help pack the competitors bags and then on Race day @ 8am for registration on the morning and help with the finish. Marie will be the commentator again this year. Please let us know on brouleemossypoint@gmail.com if you can help out.
  • Thanks for all the help with the Sandcastle competition particularly Richard Fischer for a huge effort. Council was very helpful in assisting Richard through the approval process. BayPost and Canberra Times gave great coverage. Around 2000 participated and it was a great day had by all. Please see the photos and report.
  • Broulee and Moruya Public Schools are having a Fun Run on Broulee beach @ 5:30pm 20th February. All welcome to participate to raise funds for our public schools. Thanks to Surf club for providing equipment and First Aid.
  • The general consensus is that Art on the Path is too frequent. We will be contacting council to discuss how we can reinvigorate the event
  •  It was noted that Council might be reviewing the rules governing dog access on the beach. We will contact Council to find out if they are reviewing the policies. It was noted that the current signage is confusing and does not cover all areas.
  • It was noted that the Batemans Bay Post ran an article that the Broulee master plans has been put on hold until the special rate variation has been finalised. [Read the article here]
  • A clarification from Lynn on the recent announcement by our local member that the BMP Dunecare was awarded $99,000. This money is to be shared between South Durras, Congo, Burrewarra Point for the protection of endangered ecological communities.

Traffic Matters
  • One of our members suggested that Council should install reflectors on the new footpath section on Annetts Parade as it can be difficult for drivers to see at night.
  • It was noted by some residents that cars traveling west down Candlagan Drive find it difficult to find their way to George Bass Drive and wonder whether additional signage could help direct traffic out to Train St via Zanthus Drive.
  • One of our members has contacted council to raise an issue with the steepness of the curb on the old footpath at the corner of Beach Road and Annetts Parade.The concern was that mobility scooters could get wedged on the curb.

Other Points
  • Clean Up Australia Day is on Sunday March 1st. You can create a site or join one of the existing cleanups at on the CUA website. The Broulee Womens Boardriders have organised a cleanup at North Broulee on the Saturday and there is one registered for MossyPoint Boat ramp on the Sunday.
  • It was noted by some of our members that the big seas 2 weekends ago had partially exposed the whale carcass that is buried down near Sandmines.
  • It was noted that some of our members might be interested in a recent article promoting the Eurobodalla and the South Coast Sea Planes on Seven Weekender TV program. [Read the article on the Bay Post here]

Treasurer’s Report

The Treasurer gave his report which showed that the finances of the association were in a healthy state. General $8,123.63 and Shared Pathway Fund $22,002.43
It was agreed that the Treasurer should be granted approval to get online banking access to view both of the BMPCA Commonwealth bank accounts. (Moved by Ross Hayward and 2nd David McCann)
 
General Business
 
Given the healthy state of the Association finances it was suggested that our members should submit ideas on how to spend money in the General account. It was recommended that submissions be made as part of the next meeting for consideration.

Broulee Swim
Sunday 8 March 2015. Lynn Bain will continue as liaison officer – we had 13 helpers last swim which was terrific. We expect more competitors next year so that means even more helpers. We also borrow big turning buoys from Batemans Bay Sailing Club and I think BMPCA should make a $100 donation as this has happened 3 years in a row. The swim is a major fund raiser for BMPCA and goes towards Mossy Point bike path extension. Also if anyone has ideas/connections for prizes, sponsorship please email them through or contact Lynn.

Riff Whiz Live Music Trivia Night Fundraiser
Saturday 15 November. A joint activity with the surf club initiated by Chris Catt. We will share ticket profits ($20/head). It is a “live music” trivia night plus one round of Broulee trivia. Put it in your diary! Tuesday 7th October at the Surf Club

Sea Level Rise Policy Information from Council.
A letter was sent out to selected properties who would be effected by Sea Level Rise. The BMPCA recommendation is that individual land owners contact the council to determine how this new framework affects their specific property.  We will contact council and notify them there was some uncertainty amongst our members on how they are affected and recommend that it could be beneficial to hold an information meeting for community consultation

George Bass Drive safety concerns
Safety concerns were raised again relating to the Mossy Point Annetts Parade and George Bass Drive intersection. Different options were discussed about how safety might be improved and these will be suggested to council.
  • Reduce speed limit to 80km/h.
  • Conduct maintenance to improve sight distances in both directions. Earthworks and mowing
  • Ageing driving population is a factor in considering the safety
  • Increased traffic on these roads
  • Recommend a possible upgrade of the intersection to allow for a “Seagull” safety turn.
Other Business
A Mossy Point resident asked me to inform the Association that a lady was hit from behind and knocked down by a youth on a bicycle when they were both travelling on the Beach Road footpath towards the bridge.  The youth's excuse was that he couldn't stop because he had no brakes.  Despite abrasions and bruising, the lady declined to inform either the police or the Eurobodalla Shire Council.  The resident asked if, during normal liaison with Council staff, there could be a mention of this incident together with a "wish" that the existing pathway could be widened.

A question was raised on whose responsibility for the landscaping along the shared pathway and Surf Club Precinct to improve the visual impact. It was suggested the first point of contact was landcare, and a submission could be made in our next meeting for possible funding by the Association from our General account.

Reported that all pavers are now installed in the shared pathway. See attached photos

A letter was sent to Council regarding the flooding on Train St/Candalagan Drive adjacent to the shared pathway.

It was reported that there has not been feedback from Council regarding the completion of the landscaping around the North Broulee Toilet block

Next Meeting

The next association meeting will be the Annual General Meeting and BBQ 6pm Thursday 13th November. Please bring a salad and BMPCA will provide the meat.

Opening

The president opened the meeting at 7.05 pm.

Treasurer’s Report

The Treasurer gave his report which showed that the finances of the association were in a healthy state, with fundraising for the shared pathway progressing well.

Dunecare Report

While the Dunecare coordinator has been away from the shire, there has been a lull in activities.  In the coordinator’s absence, a very brief report was limited to the successful removal of agapanthus on the Mossy Point Headland.

The Dunecare Coordinator is still in possession of the Indian Myna Bird trap, the fate of the two birds sighted near Harbour Drive is not known.

Bay to Breakers Swim

The Bay to Breakers swim attracted 272 participants, it’s now part of “The Swimming Calendar”.  There were 105 swimmers from Canberra, 81 from Broulee and Mossy Point, and Mollymook, Sydney and Melbourne were represented as well.  A highlight was the successful swim by a disabled swimmer.  There is no doubt that the region will further benefit from the event.

2014 was Hotondo Homes’ second year of a three year sponsorship commitment, it’s greatly appreciated.  The $5800 raised by the event has seen $2600 allocated to the Broulee Surfers SLSC and the Community Association, with the remainder being left in the float for next year.  Geoff Wells presented the $2600 cheque to the Association.

Cyclists on Candlagan Creek Bridge

There was some discussion about the congestion brought about by cyclists riding across the bridge, either on the roadway or the pathway.  The pathway may be a footpath, but there is no signage to indicate that the Broulee Shared Pathway ceases before the bridge.  As well, the status of the pathway along Beach Road Mossy Point is unclear.  The committee agreed to take the matter on board, to be raised during discussion with ESC staff about the proposed shared pathway along Annetts Parade Mossy Point.

Placement of Pavers in the Shared Pathway

Ross has all outstanding Fundraiser Pavers and has organised for Council to lay them next to the shared pathway. There are concerns about the location of the existing pavers in Heath Street Broulee and whether they could be accidentally damaged by any development works on adjoining blocks.  The committee has decided that they will be lifted, and relocated to the verge of the concrete shared pathway in Coronation Drive opposite Clarke Street.  There is space for them on the rise, between the concrete and the wooden retaining wall.

Dog Droppings

As a part of Clean Up Australia Day, Wendy Wilson collected 81 dumps of "doggy do" along the shared pathway in Coronation Drive.  It averages out at one dump per 25 metres.  She has asked Council to install bag stations for dog walkers to use, in other regions these stations consist of a rubbish bin and a dispenser of bio-degradable bags.

Tomaga Estuary Plan

The Tomaga Estuary Plan is due to be updated, there is a public meeting scheduled for Wednesday 28 May 2014 from 6.00 to 7.00 pm at the Tomakin Community Hall.

Beach Access at The Loovre

The Association still aims to have “disabled access” to the lookout at the Loovre (toilet block) at Broulee Beach.  Council is still holding a list of our “desirable projects” which are funds dependent.  This subject will be raised again during ongoing discussions with Council staff.

Bicycle Path Broulee to North Head

The association’s proposal for the gravel bicycle path to be extended to the North Head Camping Area from the wind sock is still being considered. Council made mention that they may be able to reduce costs in construction by re-purposing materials/spoil from other projects to use as a base.

Donation to Broulee Public School

The association annually donates to the school, to support the community and in appreciation of being permitted to use the school facilities.

Moved Lindsay Boyton, seconded Derek Anderson “That the association donates $400 to the Broulee School Fund.”  Carried.

Village Signs

It was noted that the “Broulee, Village By The Sea” signs are showing their age.  They are in Coronation Drive south of the bridge, and on Broulee Road.  During discussion the point was made that Broulee should have a third sign, in Train Street near George Bass Drive.  It was also suggested that Mossy Point should have signs, perhaps with the anchor as a symbol.  Mossy Point signs to be on Beach Road north of the bridge, and Annetts Parade near George Bass Drive.  Both Broulee and Mossy Point signs sharing one post at the bridge was also suggested, and the need for signs anyway was questioned.  It was agreed that the matter could be the subject of further consideration by the committee.

Caitlin Crescent Action Group

The meeting was advised that the new headmaster of St Peter’s College has asked Council to put on hold the college’s application to increase access via the Caitlan Crescent entrance.

This leaves in place the 2005 approval’s restrictions on use of the gate, which include that the gate will be unlocked from 7.00am to 6.00pm week days only, during those times vehicles driven by students, parents and the public will be excluded from access; and on up to six special occasions per year, not more than twice during night time.  As well, the college has advised parents that they are not to use Caitlin Crescent as a drop off/pick up point.

Moruya and District Chamber of Commerce and Industry

The Moruya and District Chamber of Commerce and Industry is holding an 8 week strategic planning program from June 24 to developer a strategic business plan. They would like to involve members from Broulee and Mossy Point and are looking for someone to join the workshops.

The next association meeting will be the Annual General Meeting in September.

Minutes of Broulee and Mossy Point Community Association 6th February 2014
Meeting opened 7.00pm

Apologies Marie Zuvich, Dan Lloyd-Jones, Catriona Kennedy.

An amendment to the previous meeting minutes was accepted to record that Marie Zuvich had been granted life membership of the association.

The chairman welcomed – Geoff Miller (Eurobodalla Shire Council), Kelwyn White (NSW Fire Service) and Shirley Dix (New Member)

The treasurer reported that the BMPCA made $495 from the sandcastle competition . It now had $16,583 in the pathway account and $4,632 in the general account

Geoff Miller from ESC provided an council update on various items of interest (see separate post and attachments):

Matters raised by members included the possibility of installing a bus shelter on the west side of Grant street, completion of landscaping and disabled access at the North Broulee toilet block (Ross to complete a sketch plan), control of coastal wattle on the windsock track to reduce root damage to the surface, removal of asparagus fern at Captain Oldrey Park. Confirmation by council of most of these items can be found here

It was noted that the next shared pathway priority would be from the intersection of Beach Road and Annetts Parade to Surfside Avenue. Council is seeking feedback on the draft Grant St plan

The meeting noted that a local group had been formed to oppose the opening up of Caitlin Crescent as a 24 hour access road for St Peters College.

Ross Hayward is holding 60 pavers but it was noted that the existing placement of pavers was not in a high visibility spot and at risk of damage if the adjacent block of land was developed. Ross and Greg Miller would consider a preferred placement plan.

Kelwyn White reported on fire planning for Broulee and Mossy point and attendance at public meetings. Plans will soon be finalized. She will write to Crown Lands to see whether a special permit is required and/or available for landholders adjacent to Candlagan Creek to undertake fire management on Crown land.

It was noted that the Bay to Breakers swim was on 9 March and that BMPCA Volunteers were needed to help with registration, finish timing etc. Please contact Lynn Bain (44716371) if you can assist. (Derek, Fran, Elaine and John offered at the meeting, we will need more). Batemans Bay Sailing Club would loan buoys again.

Congratulations were recorded for the participants in the George Bass Classic Surf Boat Race and the organizers and participants of the surf record attempt for the Guinness Book of Records.

A motion to write to Warren Sharpe congratulating him on his OAM was carried by acclamation.

The next meeting was set for Thursday 15 May

South Broulee seating / platform and completion of landscaping at North Broulee toilet block

Council had asked for some advice on priority between these two proposals. The meeting felt both proposals were important. Without any data on design or cost or timing the meeting expressed a 16:11 preference for the South Broulee proposal. It was felt it would be preferable if with more external funding and increased volunteer effort suitable designs could be developed that would allow both projects to proceed.

Candlagan Bridge

The bridge needs either expensive repair or replacement. A Council decision between these two options has not been made.

Some residents would prefer that the bridge be replaced with a pedestrian bridge. Without any data on the implications for traffic flow, public transport, fire access, road accident risks or community impact the meeting expressed a 17:10 preference for a footbridge option.

Heath Street Subdivision

The meeting noted the proposal for a 15 lot subdivision in Heath Street

Removal of pine trees at the entrance of Captain Oldrey Park

The meeting noted that these trees were to be removed for fire management reasons

Broulee Beaches Masterplan

The meeting noted that the plan is nearing completion. The objective is to have a more flexible plan with one of the changes from the draft being the deletion of the proposal for a new Boardriders building close to Lyttle Street with reservation for such a building to be left open at a site closer to the Surf Club. No change to the present arrangements and use of the old fire brigade building will occur unless a new facility is provided.

Broulee Mossy Point Bushfire Plan

Kelwyn White who gave a presentation at the AGMhas been delayed by the NSW bushfires but still hopes the plan will be completed by the end of the year.

Dates for Art on the Path 2014

It was noted that Council is responsible for managing this event.

Cycle Path

The extension of the path to McNee Street is on Council works plan to be completed this financial year. The next priority will be the path into Mossy Point up from Candlagan Bridge.

St Peters Caitlin Crescent entrance

Michael Sheely  spoke to the attached paper on the St Peters application to extend hours for general vehicle access.

Minutes of Annual General Meeting

Meeting opened at 1900

Marie Zuvich presented the Presidents Report highlighting: Improved links with other organisations including Council, Broulee Womens Boardriders resulting in may areas of joint activity including construction of shared pathways, Bay to Breakers swim, sandcastle competition, growing Art on the Path events and widespread of community facilities.

A motion was put by Andrew Bain congratulating Marie on her successful leadership over past years. This was passed by acclamation.

  • The Treasurer’s report was received and accepted

Broulee Women Boardriders have received a grant to conduct an anti-litter program at the skate park

Kelwyn White from Rural Fire Service  gave a presentation on the development of a Community Protection Plan for Broulee Mossy Point area. She noted that the catalyst for developing the Community Protection Plan was to ensure the treatment of the fire risk within the endangered Bangalay Sand Forest between Broulee and the airport was consistent with the Southern Rivers CMA property vegetation plan, Broulee Biodiversity Certification Strategy and the Eurobodalla Bush Fire Risk Management Plan.

  • BMPCA will assist with Community engagement in the preparation of the plan which is due for completion before the next fire season.

Meeting opened 7pm.

The President welcomed members and opened the meeting for general business.

  • Bay Theatre Players forwarded $398 from “Minefields & Miniskirts
  • Banksia Village intends to continue to donate funds for future projects, despite their section of the pathway being completed.
  • ‘Bay to Breakers’ donation to be forwarded from Surf Club.
  • Pavers have been laid in Heath St.
  • Missing pavers are in a batch yet to be ordered as only 11 orders taken.
  • Request for play equipment in Broulee. Younger families have raised the issue.
  • Pleasing report from the surf club of ‘no fatalities’ during last season

Paula Pollock and Norm Lenehan of Council’s Natural Environment Section were introduced and spoke on the Broulee Biodiversity Certification Strategy 2013. The process was explained and how it will progress if adopted by Council.

Extensive question and answer session continued until the end of the meeting. Until public submissions close on 22/5/13 Paula Pollock will be available for questions.
