President Ross Hayward opened the meeting at 7pm.

President’s Report     The President outlined issues and advocacy that the Association has been involved in over the last 12 months.

The Annetts Parade footpath from Sunrise Ave. to Pacific St. has been completed, funded principally by a grant from the State Government and a financial contribution of $16,000 from BMPCA. This has been very well received by the local community.

Capt. Oldrey Park planning has seen much involvement from the Association, organising a public meeting in March 2018, and representations at Council meetings. The Master Plan is now out on public exhibition until 10th October, with submissions invited and encouraged from the community.
CAMP – the Companion Animal Management Plan covering “dogs on beaches” was a hot issue.
T
he Association assisted the Estuary Estate residents in their advocacy to Council over access issues to Oaks Ranch.

The Rural Lands Strategy Planning Proposal, which has been ongoing since 2012, came to community attention with its potential to impact on urban areas, resulting in a public meeting of Mossy Point residents supported by the Association in August 2018.

On a final positive note the Bay to Breakers swim in March 2018 was an excellent partnership event with BSSLC, bringing the community together, and also a healthy fundraiser for BMPCA.

Treasurers Report :   The Treasurer presented his report for 2017/2018, and tabled the financial accounts.
The Association’s finances have improved with increased membership since emailing reminders to members when subscriptions due based on a calendar year. Membership now sits at 129. The Shared Pathway account will be very reduced after contributing to the Annetts Parade pathway, hence the need for additional fundraising.

 The General account balance is $7,764.46,
 Shared Pathway account balance is $14,171.66

Election of Office Bearers.  The President vacated the chair, Richard Roberts was appointed Returning Officer, and declared all positions vacant. All positions were uncontested and confirmed.

Treasurer's Report.

     *.  President welcomed Mayor Liz Innes, Councillors Tait and 
         McGinley to the meeting and moved agenda items forward for 
         her comment.
 
     *. Estuary Estate / Oaks Ranch issue.  - Ross asked Susan Matthews and Wayne Kelly of the Estuary Estate Residents Action Group to present background going back to 2009 /2010 and the current situation.
Key concerns are planning proposals have been made including a gateway determination for up to 90 dwellings at Oaks Ranch which is not zoned for residential dwellings with no public consultation. Recently planning approval has been sought from ESC for an access road to be built from Oaks Ranch to the closed Estuary Estate to George Bass Drive with little or no consultation with the residents of Estuary Estate, causing extreme concern. The group is persuing the issue with ESC.
           
Mayor Innes cautioned that if decisions made by planners with no valid reason to reject a DA are overturned by Councillors, can lead to the Land and Environment court, not often successful and a cost to the community.
 
She suggested a delegation meet with the planners to seek solutions.
 
     *.    CAMP - Companion Animal Management Plan : Council released a proposal for changes to areas in the shire where dogs could be exercised. The proposal significantly reduced the allowable areas on North Broulee Beach. The community was canvassed via online survey, direct consultation and submissions. The initial consultation period closed 2 weeks ago and they are not accepting any more responses in this stage of the plan. Council reported that 2,500 responses were received and will be analysed and draft plan put to the community for further consultation by public exhibition later this year. The Councillors noted that it is extremely important to encourage community members to respond individually to these types of consultation, as form letters and group responses are often considered as a single response.
 
     *.   Captain Oldrey Park. :  master plan being prepared, draft should be on public exhibition in June/July. Liz Innes encouraged the community to find solutions.
           
David McCann proposed  "a subcommittee be convened to formalise a response to Council for the future use of the bushland adjacent to Captain Oldrey Park" 2nd B. Schaefe, carried.  Subcommittee : D.McCann, B. Schaefe, D. Lloyd Jones, L Boyton.
The subcommittee to prepare a response on the bushland area to have ready when considering the master plan.
 
            GENERAL BUSINESS
      *.    Shane O'Keefe reported on requests to Council on verge 
             planting and habitat boxes, ongoing.
             Tree petition still active at locations around Broulee, Deputy 
             Mayor, Anthony Mayne to be asked to table petition in 
             Council.
      *.   Bay to Breakers Swim - final report due, BMPCA to receive 
            $4,000 to bolster Shared Pathway account.
       *.   Water station installed at South Broulee with possible 
             addition of a shower.
       *.   Mosaic panels on disability toilet at Nth Broulee to be 
            explored with original mosaic artist and Women's Board 
             Riders group. Will need grant funding, sec to F/U.
       *.    Request from Mossy Point residents for traffic noise 
              abatement approaching the boat launching ramp at Mossy 
              Point.
       *.   Elizabeth Drive - request to Council for traffic calming, 
             (speeding cars)  rough surface, upgrade to bike friendly 
             surface.
        *.   George Bass Drive / Annetts junction rough surface and 
              long grass obstructing sight.
        *.   Bayside Street sewerage pump station  : screening 
              vegetation plantings replaced after original plants died or 
              burnt in bushfire being damaged by Council staff insisting 
              on drive through facility.  To arrange meeting with Brett 
              Corbin to resolve the issue, in consult with local residents.
        *.   Request to Council for pathway maintenance on connecting 
              path from Train Street to Cambridge Crescent, for children 
              accessing Broulee Public School, and residents.
        *.   Council to be thanked for attention to line marking access 
              to disabled toilet from Coronation Drive.

BMPCA Meeting 8th February 2018

President welcomed everybody to the first meeting for 2018.
 
 
Minutes of meeting 9th November 2017  accepted, moved David McCann, 2nd Andrew Bain.
Correspondence:  Email from Warren Sharpe - Mossy Point headland, Annetts Parade footpath, George Bass Drive/Annetts Parade intersection, Broulee road.
Correspondence:  Report on Sand Modelling competition.
  • Treasurer's Report  :  $6,457.06 in General account, In $73.10 from AOP, $9,653.73 in Pathway account,  In $500 from sandcastle event.
  • Membership. : 240, the Treasurer requested the facility to add members and email addresses to the data base.
  • General Business 
  • Annetts Parade/ George Bass intersection improvement in sight lines and white STOP line moved forward.
  • Mossy Point headland : vista up the river and view to Broulee Island in front of bollards opened up, but other vegetation retained giving wind protection from different directions. Comment that the vegetation at the Broulee Island view could be pruned further, Council outdoor staff to be advised when doing on-going maintenance. Request for directional arrows on the roadway for follow up with Council.
  • Annetts Parade footpath, BPMCA asked to hold on publicity until Andrew Constance makes an announcement about the successful grant for the footpath, expected in next few days. The success of this grant was due in no small part by the sustained advocacy of the Community Association.
  • North Broulee drainage. : initial work improved the drainage temporarily, but after 10mls of rain recently the water took 30hrs to drain away which is not acceptable, and needs thorough maintenance. To be followed up.
  • Access to Disabled toilet, North Broulee. : often impeded by parked cars, not clearly identified, suggestion to have raised ridges as in traffic control and a smooth continuous surface from roadway to path.
  • Surf Club : concern was raised about the external shower drainage, which is blocked with sand and increased risk of tinia infection, also lack of a water tap for drinking water as has been installed at North Broulee. Members asked that the issue be discussed with the surf club and a possible relocation of the shower adjacent to the viewing platform for natural drainage to the sand. Further that the next stage of development at the surf club consider installing a rainwater tank.
  • Developer's sign on George Bass Drive : sign in dilapidated condition, Council notified and request for it to be removed.
Captain Oldrey Park extension and Heath St. Car parking:

This was considered in the ROSS - Recreation and Open Space Strategy. This report will be delivered to Council on Tuesday 27th February, with opportunity to speak at the public forum.

The document will be available on Council website as an agenda item on Wednesday 21st February. BMPCA members urged to attend the meeting and representatives will speak at the public forum

Much discussion followed with an explanation about the land beyond the netball courts, alternative sites in the shire for sporting infrastructure, possible use of local school ovals, passionate pleas to not cut down remaining trees, importance of community wellbeing.
MOTION. :  the Community Association meet with ESC to discuss report and put a strong point of view on Capt. Oldrey Park before the Council meeting. Moved Linda Chapman 2nd Lynn Bain.  In addition can the vote on ROSS be be stalled and an extension of time be requested.
Need to liaise with P&C and Netball 
  • Bay to Breakers Swim on Sunday 11th March, volunteers needed for Sunday from 8am and on Saturday evening from 5pm at the surf club. Contact Lynn Bain 
  • Other issues noted. : North Broulee ladies toilet needs sign, loose iron on toilet roof, traffic congestion on Heath St. due to increased development, mosaic panel on disabled toilet, bike racks south Broulee, erosion at turn around bay south Broulee beach, car park on north side of Candlagan bridge in poor condition

Moruya Airport Operations

The operation of Moruya Airport was raised at a recent Community meeting and Council’s reply is quite comprehensive. It provides information on who does what and restrictions on aircraft operators. 

The reply is also a handy reference for anyone doing ‘due diligence’ before purchasing a property in the area.

Those in the community who have observed the growth of aircraft over many years paralleling the growth of the shire in general can appreciate that aircraft activity will continue to grow. Like Anthony Horderns’ tree “While I Live I’ll Grow”.

Thank you for your questions regarding Moruya Airport operations and the impact on the Broulee area.
 
Moruya Airport is a key infrastructure asset for the Eurobodalla and provides connectivity, employment opportunities and contributes to the surrounding economy.
 
It provides facilities for public transport flights and also facilitates charter and private flights, flight training, aeromedical emergency services, aircraft maintenance, postal mail, freight, recreation, sports aviation and search and rescue.
 
I will respond to your specific questions below:
 
Current data on general aviation movements:
During 2016, the total number of aircraft movements (i.e take-off or landing) at Moruya was 20,468.
Of these, 4,462 movements were passenger, freight or medical operations.
Just a note on how aircraft movements are calculated – the Rex flight counts as two movements – one take off and one landing. This equates to about 2 take offs per hour.
 
Projections of future general aviation movements:
Future movement projections are difficult to predict as they are subject to a number of influences. With the growth in Eurobodalla’s population and the gradual implementation of the Master Plan, commencing with the work funded by $7.1 million of government grants, it would be expected that traffic would continue to increase.
 
That said, one Moruya based Aviation Company expanded to a point where it purchased a larger aircraft.  This new aircraft conducts work in two movements that previously required six movements so customers have increased but flight numbers have actually reduced. New aircraft are also considerably quieter than old ones.
 
There are also flights in the area which are not directly related to the airport. For instance, HMAS Albatross Nowra conducts helicopter flight training in the vicinity of Moruya Airport but does not use the airport itself. HMAS Albatross is upgrading its helicopter aircrew training system. Current take-off and landing flight path requirements:
 
Australian Government regulations control how aircraft in Australian airspace are allowed to operate. The only restriction applicable to Mossy Point & Broulee is the height limit mentioned below.  
 
Current take-off and landing restrictions:
 
There is a weight and tyre pressure landing restriction.  The Moruya main runway has a classification number of 10, aircraft with a higher than 10 classification must first obtain a landing concession before landing.  This basically applies to aircraft over 10,000 kg maximum take-off weight.
Other than aircraft operational requirements there are no other restrictions.
 
Current height restrictions in relation to Broulee:
 
Broulee is outside the immediate area of the airport so standard height restrictions apply. That is not to fly lower than 1000 feet (330 metres) over a town or populated area and no lower than 500 feet (166 metres) over other land or water. Council will write to Moruya airport based operators to remind them of this. This does not apply to military or emergency services operations.

Council procedures in place to contact and report low flying aircraft:
 
Persons wishing to report low flying aircraft activity can contact the Eurobodalla Shire through the general switch board on 4474 1000. 
They can contact the aerodrome reporting officer directly on 0409 037 520 or by email to airport@esc.nsw.gov.au.
 
Persons reporting must have an accurate time of the event, description of the aircraft and if possible the registration marking letters (such as VH-ABC).  These marking are on the underside of the wings and on the side of the fuselage.
 
The Civil Aviation Safety Authority also has a process for reporting low flying aircraft or undue aircraft noise and detailed information regarding complaints on their web site.  This can be found at: https://www.casa.gov.au/about-us/landing-page/complaints
 
What consideration has Council given to the impacts of aircraft movements on the residents of Broulee, and what proposed action to avoid/ameliorate such impacts.
 
Council operates Moruya Airport in accordance with all appropriate safety standards and guidelines.
 
We encourage local aircraft operators to utilise Fly Neighbourly techniques and will remind members of the Moruya Airport users group of this.  That is, where possible to avoid flying over or near known sensitive areas and to change location so aircraft do not repetitively track over the same position.
 
When Council receives reports of low flying aircraft it seeks to contact the relevant aircraft operator (if sufficient information is available) and may also report the aircraft to CASA itself.
 
Council considered the impact on the region, including Broulee, prior to adopting the Master Plan at its meeting on 26 May 2015. There was an extended period of public consultation prior to adopting the Master Plan. Council will continue to engage with the community including the Association via press releases and other actions as the Master Plan progresses.

ORDINARY MEETING
10 AUGUST 2017 BROULEE PUBLIC SCHOOL

The President opened the meeting at 7.35 pm.

Attendance and Apologies.  As per the Attendance and Apologies Register.

Minutes of Previous Meeting.  The minutes are on the Association's web page.

Motion.  Moved Lindsay Boyton, 2nd John Anderson 'That the minutes of the previous general meeting be accepted.'  Carried.

General Business:

The following matters were discussed:
  • Eurobodalla Shire Council's (ESC's) pathway strategy (introduced in June 2016) does not provide for further foothpaths in Mossy Point in the Financial Year 2017/18.  BMPCA may offer to partly fund further works for Financial Year 2018/19, although it could be opportune to canvas the availability of funds from the NSW state government.
  • Broulee Surfers SLSC has called a strategy meeting for the 2018 Bay To Breakers swim,  the meeting is scheduled for 11.00 am on 20 August, Richard Roberts and Wendy Dunn will represent BMPCA.
  • M. and M. Castle approached the Association with concerns about the footpath leading onto the Candlagan Creek bridge, it's narrow and there is a rocky 'drop-off' quite close.  This will be noted to ESC as a part of the regular liaison.
  • BMPCA recently provided ESC with a letter to support their application for NSW government funds for widening and other works on Broulee Road between the Princes Highway and the driveway to the sand quarry; and for refurbishment and widening of the Garlandtown bridge on North Head Drive.
  • Optus wants to erect a triangular lattice 50 metre mast on the western side of the southern end of the George Bass Drive bridge over Candlagan Creek.  The drawings associated with the proposal show tree heights of 30 metres.  The neighbour adjacent to the property involved will be confronted by the tower upon entering and leaving their property, it will be 200 metres from their home.  BMPCA has concerns about lack of notice for the development, its impact on the precinct, and whether such a mast might be better located by the reservoir across George Bass Drive from Annetts Parade.  ESC Deputy Mayor Anthony Mayne, who attended the meeting, undertook to ask council staff for a report on the proposal.  
  • Aircraft noise.  Motion.  Moved Glen Newton, 2nd Richard Fisher: 'That BMPCA ask ESC to advise current aircraft movements from Moruya Airport; projected movements; flight path, height and hours of operations restrictions; ESC procedures and contact number for reporting breaches; and what considerations ESC has made for the impacts of the growth of Moruya Airport on residents of Broulee and Mossy Point.'  Carried.
  • Karen Harvey from the southern end of Broulee asked if there could be a footpath along Broulee Road, and whether a 'reminder' speed sign could be erected after the  bend from Heath Street to restrain traffic leaving Broulee from speeding up there.  Motion.  Moved Ross Hayward, 2nd Barbara Roberts 'That the matter be raised with ESC during the regular liaison.'  Carried.
  • The President sought views on whether it would be beneficial to raise the number of general meetings from four to five each year, perhaps February, June and November with two daytime meetings between.  This is seen as providing an opportunity for attendance for parents of young children, perhaps a venue that served morning coffee could be found.  The meeting was in support of the idea.
  • The Annetts Parade/George Bass Drive intersection is dangerous while the speed limit on George Bass Drive remains at 100 kph.  Motion: moved Ross Hayward 2nd Vince Fisher 'That the BMPCA should press for an on-site meeting between the ESC Local Traffic Committee, representative of the NSW Police, and Association members, preferably in September.'  Carried.  ESC Deputy Mayor Anthony Mayne, who was in attendance, noted that the traffic committee included RMS representation, and undertook to seek such a meeting.
  • The memorial seat from the Anchor Lookout.  The Jolley family funded the seat which has 'disappeared'.  There is a rumour that it was crashed into by the mower man and subsequently seen being loaded onto an ESC truck.  ESC Deputy Mayor Anthony Mayne, who was in attendance, undertook to chase up its whereabouts.
  • Sand Sculpture Festival.  Richard Fisher undertook to check that this year's Event Application has been or is being lodged.
  • Wheelchair access to the new disabled toilet at the north end of Broulee Beach, and to the lookout behind, needs to be addressed.  It was suggested that a 'disabled parking' motif could be painted on Coronation Drive at the footpath entrance, if a vehicle is parked there it blocks a wheelchair going from the road to the toilet.  This will be noted to ESC as a part of the regular liaison.
  • There are now large kangaroos through Mossy Point, motorists should beware.
  • Rabbits are again prolific in Mossy Point.
  • Grey headed fruit bats are again in Mossy Point.
  • Richard Fisher outlined a proposal for a joint local community, and ESC or Department of Primary Industry (Lands) project to remove sufficient vegetation to restore some of the views now lost from the Anchor Lookout.  There was no dissent among those present other than the suggestion that this goal would be difficult to achieve.  This matter will be progressed in September.
  • Next meeting Thursday 9th November  2017 at 7pm

ANNUAL GENERAL MEETING

The President opened the meeting at 7.00 pm.

Attendance and Apologies.  As per the Attendance and Apologies Register.

President's Report.  The President reflected on some activities during the year:
- The improvements to the walking/cycling track to the Airport made the path much more agreeable, and the path is now much used.
- The quest to have a proper footpath by Annetts Parade between Sunrise Ave and Pacific St is stalled, Eurobodalla Shire Council (ESC) does not rate the project as of sufficiently high priority to be funded in Financial Year 2017/18.
- Refurbished signs for 'Broulee - Village By The Sea' have been well received.
- The refurbished Notice Board has been well received.
- The March 2017 Bay To Breakers Swim was a success for both the BMPCA and the Broulee Surfers SLSC, the Sand Sculpture Festival was also a resounding success.
- We welcome the new disabled toilet at the north end of Broulee Beach.

The President also noted that involvement in future Art On The Path events would be a subject raised during the regular liaison sessions with ESC.  The next event is expected to be on the October long weekend.

In conclusion, the President offered his thanks to those who were committee members throughout the year.

Treasurer's Report.  The Treasurer presented the annual financial report, which showed that the Association is in a strong financial position.  After passing $25,600 to ESC, the shared pathway fund has a balance of $9602.  The general account has a balance of $6511.

The Treasurer noted that membership numbers were down compared with the previous year, and undertook to send reminders to former members who had not renewed.

Motion.  Moved Lindsay Boyton, 2nd Barbara Roberts, 'That the Treasurer's Report be accepted.'  Carried.

Minutes of the Broulee and Mossy Point Community Association meeting 18 May 2017

The Minutes of the February meeting were approved.  There were 12 members present and over 20 apologies.

The Treasurer reported that the Association’s finances were:
$6623 in the general account, and
$10,257 in the Pathways account – this includes the $3000 donation from the Surf Club from the recent Bay to Breakers swim.

Mossy Point pathway.  The Shire’s general draft operating plan for the next 3 years is currently on display and submissions can be made over the next 2 to 3 weeks.  The pathway is not high on the current list of priorities.  It was suggested that we urge Council to improve the grass and dirt pathway running along Annetts Parade as a temporary measure, given the dangerous nature of pedestrian access along the Parade, used by mothers with prams, etc.  

Refurbishment of the Toilet Block at North Broulee.  A copy of the planned works was tabled.  A new disabled toilet will be added at the men’s toilet end and new surrounding concreting will be done.  The plan to replace the concrete in front of the toilet seems to be a waste of resources.  This led to general discussion of the surrounds, including issues such as the blocking by cars of the access ramp from Coronation Drive and the drainage from the showers.

State of local streets.  Concern was again raised about the overuse of Elisabeth Drive in Broulee by trucks and workmen involved in the new development and why the developers were not pressed to put through the road from Heath Street to Train Street for trucks.  Traffic is heavy along the Drive and there is also concern about the speed of vehicles.  This led to a general discussion about the condition of roads and the poor quality of work done on local streets through the Council.  Instances of potholes, the simple overlaying of problem areas with new road surfaces, the breaking up of the recent road surface improvements around the new bridge and elsewhere, and the poor state of Elisabeth Drive due to heavy traffic, especially from Angle Street to Heath Street. 

George Bass Drive/Annetts Parade intersection.  There is to be a design check on the intersection in June/July this year.

Broulee signs.  The meeting agreed to refurbish the two signs at the entry points to the village at Candlagan Bridge and Grant Street for $600. A working bee will be organised to prepare the current metal backings for the new signs.  The President suggested we add the words Gazetted 1837.  This was agreed.
Community Notice Board.  The Association will put a permanent notice on top of the board to alert people to its work.

Bay to Breakers Swim.  $3000 was received from the Surf Club from the recent swim in March.  Ross thanked the members of the Association who helped on the day.  The meeting approved $100 to the Sailing Club for the use of their buoys in the event.  

Wildlife.  Council has cat bibs which help to prevent attacks on wildlife by domestic cats.  The Council contact is Courtney Fink-Downs.  Also cat traps are available.

Motel.  The Broulee Motel on Grant Street has been refurbished and the Association has received an invitation to attend the opening on Monday June 12.  Barbara Evans will attend for the Association.

Air traffic noise and safety issues. There has been an increase in aircraft activity especially on weekends around the airport and over the village.  With the further development of the airport this will only increase.  Some residents complained about the increasing noise of aircraft especially over the southern end of the village and raised the issue of safety as aircraft, both planes and helicopters, fly quite low over the village.  Individual complaints have been made to CASA but to no avail.  There is no need for aircraft, even rescue helicopters doing their drills, to fly over the housing areas and Council as the body responsible for the airport will be approached to determine if an air exclusion zone over Broulee and Mossy Point can be regulated.
 
Two issues of the screening of the Skate Park to reduce noise for the Caravan Park and the planting of trees along streets in Broulee will be followed up individually by members with Council.

Community Consultation Responses

Based on Council documents the council planning department received 56 submissions from Community Consultation relating to the proposed Broulee subdivision. However, no relevant submissions were received that required changing the proposal and it will be approved at next weeks Council Meeting (28th March 2017). 

31 responses were in favour of the proposal (10 of these appear to be form letters) saying it was a tasteful development that will "address youth unemployment", provide jobs for tradies, provide investment for the shire and rates for council.

25 responses noted a range concerns and suggested improvements for the development including the unsuitability of the medium density zoning, lack of green space and the clear felling of every tree. Council planners felt these concerns were not relevant to make any further changes.

General Business
  • Pathway Strategy – expected in March. ESC advised that donation would lift priority up Council’s list. Question asked about what happened to funds which Council had previously earmarked for pathways around Mossy Point. BMPCA to approach Deputy Mayor to follow up status of proposed pathway and also find out how Council would respond to a $7000 donation.  Issues about safety of current situation for those on mobility scooters and wheelchairs which currently have to travel on the road.  It was suggested that Council could be invited to address the next BMPCA meeting however it was felt that May was too late.
  • North Broulee Toilet Block – draft proposal to redesign the area being developed by Council and Deputy Mayor to ask for proposal so that community can comment. Another issue which needs attention in that area is the ramp from the road to the footpath for use by those with prams, wheelchairs etc is often blocked by parked cars.
  • Broulee Land Development – awaiting report.
  • Connells Close/Annetts Parade – ESC has no plans to add more gravel or change surface at this stage. Many felt that gravel or old road surface which may be removed from upgrade of Sunrise Road could be used to fill either side of the wooden bridge to make it more accessible in wet weather. Area is part of a road reserve and is frequently used by pedestrians, cyclists. Much discussion about improving linkage with Tomakin by refurbishing the existing informal linkage. Need to keep issue alive.
  • Flood level requirements in Broulee. Report expected to Council in April and it will recommend height levels in Broulee will increase by 0.5m in some areas. Question asked whether this applied only to new residences only or construction of additions to existing houses as well.
  • Annetts Parade/George Bass Drive Intersection – Understand Council has carried out survey of intersection, so awaiting feedback. Road surface also needs attention and speed should be reduced to 80 km/hour. A traffic count was suggested. Community concerned about safety. Feedback from Traffic Committee is needed (Deputy Mayor is member). If no action is taken, community should look at petition to improve intersection.
  • Broulee Bay to Breakers Swim 12 March. This is BMPCA’s biggest revenue earner for the year and profits would be directed to Mossy Point pathway.
  • Art on the Path – number of events to be reduced to 3/year and next one will be October 2017.
  • Broulee Sandcastle Competition – many thanks to Deb and John Waser who organised the day and suggested that it should be renamed the Sandcastle Festival. Many thanks too, to Richard Fisher who has organised the event since 2006.
  • CEMAC Report – change to coastal management SEPP proposed by State Government. The new SEPP will replace a number of existing policies however Committee agreed with Council that hazard mapping should be included in the new SEPP.

Other Business
  • Dogs on beaches has been recent issue at Long Beach. Letter to ESC last year ignored BMPCA suggestion and advised that the policy will be reviewed in 2019. Strong feeling that more rangers are needed to police non-compliance. Over 150 dogs had been counted in the no dog area at North Broulee over summer holidays.
  • Council is congratulated on the ban on release of balloons from public spaces or Council events because of the impact on marine life and other animals. ESC will advocate for a ban in other Council areas.
  • DA for extension of Telstra building at Connells Close will require some tree removal.
  • Concern about aircraft noise from light planes over Broulee Bay. Need to collate numbers for effective lobbying.
  • Trees being planted in Heath Street – residents will be responsible for pruning and watering if they buy a tree.  Concern about size and appropriateness of trees. This proposed planting was discussed at the previous meeting and is being carried out by group of residents in discussion with Council.

General Business
  • Annetts Parade/George Bass Drive Intersection – President met with Warren Sharpe on site on 23 September. Concern about grass and adjacent banks impeding view lines, also uneven road surface. ESC undertaken to put on surveyors list to see if it meets traffic requirements. Speed limit is being considered by Council Traffic Committee.
  • Art on the Path – 18 December and 8 January. Barbeque needed for sausage sizzle.
  • Invitation to meet with senior ESC staff next year to discuss BMP issues.
  • Connells Close/Annetts Parade turn around needs to be put on list to Council – needs all weather access.
  • Footpath from Surfside Street to River Road agreed as high priority for BMPCA funding contribution. ESC looking at shared pathway strategy but BMPCA priority is for footpath along Annetts Parade
  • Sand Sculptures, 4 – 5 pm New Years Eve. Richard Fisher wishes to step down from organisation and is sounding out a successor.
  • Bay to Breakers Swim 12 March. Volunteers necessary to help with entries and finishing. BBSLSC has agreed to share profits as has occurred in past 5 years.
  • Street Trees in Broulee near proposed new housing. Local group working with ESC and developer to establish appropriate species taking into account road and pedestrian safety. All prepared to water trees to ensure good establishment.
  • Received IGA Community Chest cheque for $600. Write to thank Manager. Possibility of being part of Moruya Chamber of Commerce Moruya Matters scheme to be investigated.
  • Aircraft noise – need to consider impact on houses in Broulee, particularly low flight passes. Matter has been raised with ESC.

ESC Briefing on Mossy Point Headland
  • Deb Lenson, Courtney Fink-Downes from ESC and Helen Wheeler (NSW Crown Lands)
  • Many discussions with 17 landholders that abut Mossy Point Headland, which began in 2015
  • Joint project with Crown Lands focussing mainly on weed control and cessation of dumping of garden waste over cliff line
  • No change of use, will remain public reserve
  • Want to restrict mowing to cliff edge mainly for safety reasons but also retention of small area of EEC: Themeda grassland on seacliffs and coastal headlands. ESC will slash unmown areas on an annual basis.
  • Most of work completed.
  • Discussion ensued which raised a number of issues including growth of vegetation within unmowed areas with comparisons to growth of Casuarinas after mowing was ceased in reserve to north of houses, long term public use of area as mowed grassland, possible effect of fire and implications for fire hazard status on new developments in area, classification of Themeda grassland as EEC, exacerbation of feral animal problem, safety aspects such as snakes, need for overall master plan for headland.
  • Motion raised that BMPCA write to relevant authority to stop project.
  • Discussion about need for motion. It was felt that a motion to take no further action was not appropriate, considering the differing views of the meeting and the potential for such a motion to fragment the association.
  • Deb Lenson (ESC) committed to removing pegs, completing the weed control and to consult with landholders about where they wished to mow.
  • A request was made that BMPCA raise the possibility of the preparation of an overall plan for Mossy Point Headland with senior ESC staff. This was supported by 14 attendees with 2 opposed and the remainder of the meeting abstained.
