AGM Minutes

BROULEE MOSSY POINT COMMUNITY ASSOCIATION INCORPORATED
ANNUAL GENERAL MEETING AT BROULEE PUBLIC SCHOOL
8 SEPTEMBER 2016

Attendance: As per Attendance Sheet.

The President opened the meeting at 7.05 pm, and welcomed those present to the meeting.

Visitor's Presentation:
With the agreement of those present, the President suspended normal business and invited a visitor, Ian Carmody, to address the meeting.  Mr Carmody spoke about a project to open a community bank in Moruya. He mentioned that:

    •    The idea for a community bank followed the withdrawal of St George bank from Moruya.
    •    The project was for a company to be formed, with local shareholders.
    •    Bendigo Bank would grant a 'franchise' to the branch, but control of operations including dispersment of profits would rest with shareholders.  10% of profits would go to shareholders, and 80% to local community causes.
    •    Currently locals were being asked to pledge $750,000 to meet the first two years' operational costs, $60,000 has already been pledged.
    •    Since a similar venture began in Braidwood, $2,000,000 has been paid to the community, including providing accommodation for a GP, with a GP subsequently taking up residence there. Other successful set-ups are in Pambula, and Milton.
    •    There is a temporary shopfront for the project set up diagonally opposite Woolworths Moruya, near to the Planet Tx music store.

Mr Carmody took on notice a question about the 'trade-ability' of shares, and he is available to answer queries on 0406 379 529.

The President thanked Mr Carmody for his address, which was appreciated by those present.

Normal business resumed at 7.33 pm.

The meeting thanked Derek Anderson for conducting the election.

President's Report:
The President advised that the Association and the Broulee Mossy Point precinct had had another successful year, and mentioned:

    •    The presentation to Eurobodalla Shire Council (ESC) of $25,000 towards the new gravel sealing of the cycleway between South Broulee and the North Head Campground.  Particular mention was made of the efforts of Rodney Scholes who began campaigning for this track 15 or so years ago.
    •    The revision of the Broulee Development Plan, with the Association coordinating community input.  The revised Plan is on the ESC website.
    •    The opening of the new road bridge over Candlagan Creek.
    •    That the bitumen surface of the approaches to the new bridge is temporary while the road base settles, it will receive a final finish after a few more months.
    •    The upgrade of the carpark and surrounds on the Mossy Point side of the bridge.
    •    The re-positioning of the creekbank plaque commemorating the loss of the Rover in 1841, it's now in a position where it is being noticed.
    •    That Art On The Path is happening again at Broulee on 2 October 2016. Apparently holding the event at Tomakin did not attract much of a response.
    •    That the sand modelling and sandcastle competition approval for this year is still held up while ESC conducts a review of its 'Recreation and Open Space Strategy'.


Annual Financial Report:
The Treasurer reported that the Association's finances are healthy, although there is to be follow-up action on optimising interest rates on the various bank accounts. He mentioned that the Association has 117 financial members, and there was a suggestion that there might be benefits from a letter-box drop advertising the Association, there is anecdotal evidence that many residents and landholders don't know of the Association's existence.

Motion: (Treasurer, 2nd D. Anderson).  That the Treasurer's Report be accepted. Carried.

Public Officer:
The meeting agreed that Lindsay Boynton continue as the Association's Public Officer.

The President closed the Annual General Meeting at 8.10 pm.

The President opened the meeting at 8.11 pm.

Previous Meeting's Minutes:
In the absence of the secretary the President read the minutes of the previous meeting.

Motion: (D. Anderson, 2nd B. Roberts).  That the minutes of the previous meeting be accepted. Carried.

Matters Arising: It was noted that the next review of Eurobodalla Shire Council's (ESC's) Companion Animal Management Plan would not be until 2019.  At that time the Association could resurrect its concerns about dogs on beaches and reserves, including the suitability of signs.


General Business:
Motion: (B. Roberts, 2nd D. Anderson).  That the Association meets with ESC representatives at the Annetts Parade/George Bass Drive intersection to consider road safety concerns and recognise the potential for serious accidents there. In this respect, preference is to improve visibility and/or to reduce the speed limit to 80 kph . Carried.

The meeting agreed that:
    •    The current priority for footpaths is Annetts Parade from Surfside Avenue to Pacific Street, and that further continuation, to service the intersections with Hilmer Avenue, River Road, Connells Close, Waterfront Close and eventually to George Bass Drive should be an aim.
    •   The Council Draft Revised Pathways Strategy at http://www.esc.nsw.gov.au/inside-council/project-and-exhibitions/public-exhibition/on-exhibition/draft-revised-pathways-strategy-2016/Eurobodalla-Pathways-Strategy-2016-draft.pdf.

The following subjects were discussed, for raising during the ongoing liaison with ESC:
    •    The top step to the lookout at the Broulee (North) toilet block presents a trip hazard.
    •    A resident has requested another pathway, on Broulee Road from Clarke Street to Imlay Street.
    •    There is a need for attention to the swampy mess that serves as a vehicle turning area and footway between Connells Close and Annetts Parade.
    •    Captain Oldrey Path is grossly underused, before ESC took it over and introduced significant fees for activity there it was used by numerous small groups.

The meeting noted a suggestion that a footbridge be built across the Tomaga River from the Public Jetty.  There was concern that such would impede watercraft, unless it was high or a drawbridge. The meeting agreed that the Association not support the proposal.
Matters listed for discussion at the next meeting include whether ESC should plant trees on nature strips in new areas, currently there is no plan after previous experience with newly planted trees being destroyed during building works.

Motion: (B. Schaefer, 2nd A. Mayne). That an invitation be sent for a councillor and an ESC staff member to attend each Association meeting. Carried.

Motion: (L. Boynton, 2nd D. Anderson). That the Association makes its annual donation of $400 to Broulee Public School. Carried.

Next Meeting: Thursday 1 December 2016.

Broulee Development Masterplan Update

An amended planning proposal for the expansion of the Broulee urban area will be considered by Council next Tuesday, 26 July 2016.  The planning proposal has been amended in response to issues raised by the community and to address the matters required by the NSW Department of Planning and Environment in the Gateway Determination issued on 2 October 2015.  The key changes to the planning proposal are:
  • The proposed R3 Medium Density Residential zone has been reduced from the original proposal and now covers an area of 7ha (a reduction of about half compared to the original proposal).
  • Deletion of the proposal to reduce the minimum lot size to 450m² (it is now proposed to remain at 550m²).
  • Provision of an additional open space area in the southern part of the development area.
  • Reduction in the number of additional dwellings predicted from 520 to 425.
  • Preparation of a master plan to address a range of issues including traffic and pedestrian links, stormwater drainage and sewer provision.

If Council endorses the amended planning proposal next Tuesday, it will be referred back to the Department of Planning and Environment for a revised Gateway Determination.  It is then hoped that the planning proposal will be able to be formally placed on public exhibition for community consultation.  Council staff have offered to present again to the Broulee Mossy Point Community Association at that time.

Correspondence
  • Letter from Jeff Morgan, ESC Divisional Manager, Planning Services, concerning proposed Broulee Development. Confirmed points made at February meeting. Subsequent advice that still awaiting finalisation of Master Plan as awaiting information from one of developers.
  • Broulee/Mossy Point/Tomakin Flood Study community consultation on Tuesday 7 June, 6-8 pm and 11 am – 2 pm on 8 June at Tomakin Community Centre.

Matters Arising
  • Status of Candlagan Creek bridge. Expect car park and bridge to reopen on 30 May. Associated developments include improved accessibility to picnic area, realignment of commemorative stone, southern steps widened to meet current standards, guard rail being realigned on southern approach. Thanks expressed to ESC.
  • Annetts Parade pathway needs upgrading because of increased number of permanent residents in vicinity. Issue raised at previous meeting and has been brought to ESC attention.
  • Stairway needed from Mossy Point Headland to Candlagan Creek. Also raised previously. Crown Lands supportive but needs funding source.
  • Extension and upgrade of shared pathway from Airport wind sock car park to North Head. Letter forwarded to Council reiterating high priority and that BMPCA has $25,000 to contribute. Lobbying since 2002 and monies have been raised from various local events and donations.
No detailed estimate of cost but source of fill identified from extension of Surf Beach Landfill. Suggest only need about 2-3,000 cubic metres. REF underway for airport which will cover pathway. Submission to be put to Council on 14 June. Mayor has expressed support.
Possibility of grading existing Bengello pathway to north of foot bridge raised at February meeting and has been brought to ESC attention.

General Business
  • North Broulee Environs
ESC has earmarked North Broulee toilet block for extension for disability access. BMPCA has previously raised the need for general improvements around North Broulee beach access including ramp access to viewing platform and general amenity improvements such as seating, landscaping. ESC is planning works and BMPCA may help with funding if shared pathway upgrade is undertaken.

Drainage along Coronation Drive under investigation. Should include gravel on shoulder and parallel rather than angle parking. Vehicles would compact gravel and runoff would flow to infiltrate into sand.
Concern about ponding near toilet block, please take photos or ring President with evidence.
  • Village by the Sea Signage
Quote sought for upgrading sign and need working bee to attend to rust.
  • Concern that previous rip warning sign at Candlagan Creek was removed.
  • Eurobodalla Social Bike Ride
Anthony Mayne, Mossy Point resident and president of the Eurobodalla Cycling Club shared a proposed social ride for our area to celebrate bike week in September. Planning to put on two bike rides, both beginning and ending in Broulee.   A family ride from either Captain Oldrey Park or the Surf Club through to the North Head Camping Ground, along the Bengello pathway, and a road ride from Broulee to Moruya and return. 
Purpose of the ride is to promote healthy living, celebrate cycling and to share the recent road rule changes to cycling.  Importantly it is an opportunity to work closely with the community and Council in upgrading "Share the Road" signage and to complete the cycle pathway from the airport windsock to the North Head Camping Ground. Proposed date is Sunday 18 Sept kicking off at 9am with a bbq to follow.
  • Removal of Casuarinas from Candlagan Creek park area raises issue of tree husbandry in the shire. Broulee Master Plan includes landscaping and vegetation linkages within plan. Need shire-wide landscaping plan that includes tree or shrub replacement where appropriate, whenever works are carried out and species replacement along street verges.
  • Dogs on Beaches
Ongoing development of possible equitable approach to changing beach usage and dog access. Issue has been subject of much discussion over past year. Overwhelming view that current arrangements complex and not well understood particularly by visitors. Time management was favoured but issue that elderly prefer to walk dogs along beach at low tide. All agreed that dogs should be under control and that regulations should be simple and actively policed particularly at peak holiday times.
Two possible alternatives outlined:
  • Dogs be allowed off-lead but under control from 5 pm to 9am on North Broulee beach from Train Street to South Broulee car park, excluding any area on Broulee Island Nature Reserve.
  • Dogs be allowed off-lead but under control from 5 pm to 9 am and on lead for the remainder of the day from Train Street to South Broulee car park, excluding any area on Broulee Island Nature Reserve.
For both options signs be erected at Train Street, at Bayside Street and South Broulee car park explaining changes.
Second option favoured and put to vote (moved Ross Hayward, seconded Barb Roberts). Outcome: 14 for, 8 against.
Amended motion to exclude dogs from Shark Bay (moved Katherine White, seconded Stewart Needham) Outcome of vote: 7 for, 11 against.
ESC to be advised of vote outcome on original motion but with following provisos:
That policing of areas where dogs allowed must be effective and timely, citizens happy to distribute information.
  •  Other issues raised by Richard Fisher included –
Sandcastle Competition: Council reviewing requirements for use of open space. Approval for that activity has been submitted.
Fruit Bats: occur in Broulee and Mossy Point. Concern that colonies may increase.
Broulee Folklore web site has had 25,000 hits
Information on changed electoral boundaries incorrect on some Government websites.
Muffin Shop heritage listing incorrect
Mowing changes on Mossy Point Headland questioned.

Community Association Meeting 26th May

Candlagan Creek Bridge Stairs, south of the bridge will be closed for 3 weeks
 
As part of the Candlagan Creek Bridge reconstruction Council will be replacing the concrete stairs south of the bridge, that run down to the beach adjacent to the beach.  The existing stairs are 1m wide with a single pedestrian rail running down the stairs.  We will be reconstructing the stairs to be 1.5m wide and will have railing on both sides.  The new stairs will also have a longer tread that meets current standards.
 
Construction will be starting next Monday, the 23rd of May.  Once work begins pedestrians will not be able to use the stairs to access the beach east of the bridge.  The alternative access for the swimming area will be from the Broulee beach access 172m south of the bridge, opposite Iluka Street.   During construction pedestrians will be detoured around the site onto the bridge while the road is closed.  
 
It’s anticipated that the stairs will be closed for three weeks, from Monday the 23/05 to Friday 10/06.

Draft Tomakin, Mossy Point, Broulee and Mogo Flood Study
 
Eurobodalla Shire Council recently endorsed the exhibition of the Draft Tomakin, Mossy Point, Broulee and Mogo Flood Study.  This study represents progress towards replacing Council’s Interim Coastal Hazard Adaptation Code that is currently applied to guide development assessments in areas potentially impacted by flooding.  We are writing to you as the relevant Community Association or business group within the study catchment. 
 
As a part of the exhibition process, Council and our consultants will be holding drop-in information sessions to answer any questions about the flood study and what it may mean for local property owners.  The consultant will have specific local information available on the night to answer any questions you may have. We strongly encourage you to attend if you have an interest in learning more about flooding and how it impacts your local area.

The Draft Tomakin, Mossy Point, Broulee and Mogo Flood Study will be on exhibition from Monday 16 May until Friday 24 June 2016.  Information on the flood study has been provided with this letter to give you a background on the flood management process.

Briefings from ESC
Candlagan Bridge Update and Engineering Matters                  `Russell Burke (ESC)
  • Contractor finishes mid- March. Subsequent works include upgrade of car park at Mossy Point and road links, playground upgrade including fixing seepage, fixing fence around SPS, reinstatement of footpaths, road barriers and reshaping drainage on southern side of bridge.
  • Expect to open road at end of April.
  • Need to consult about playground requirements
  • Need to reverse memorial rock near playground so that inscription is easily seen
  • Bridge is on budget
  • Question of a grand opening
  • Ramp on south east side has not been considered, could be difficult to get grades right for disabled access.
  • Consider traffic calming en route to bridge and also Harbour Drive
  • Need for shade at playground at Captain Oldrey Park
  • Issue of water over Coronation Drive – ESC is considering amelioration works
  • General amenity of whole North Broulee area needs to be looked at because of increased and changing use. Toilet block, viewing platform and access, drainage, landscaping.

Proposed Broulee Development                   Mark Hutchinson, Jeff Morgan (ESC)
  • Zoned for residential development since 1980s.
  • EEC Coastal Bangalay Sand Forest declared in 2005
  • Subject to Biobanking decision where funds from development will be used to protect and manage other areas of Bangalay Sand Forest.
  • Gateway Determination by DOP agreed with E2 zoning, requested Master Plan for area which includes lowering of lot size, reduction by third of proposed medium density, addressing stormwater disposal issues, pedestrian and cycleway access, traffic and open space.
  • Work in progress by ESC. Medium density will be within 800m of commercial area. Dual purpose open space will also be used for stormwater retention. All dwellings will be within 400m of open space.
  • Next step is report to Council for approval to submit proposal for a Gateway Determination. It will then go on public exhibition.
  • Ownership and management of E2 zone remain with existing owner. Will there be a management plan?
  • Improved assumptions about population numbers which are expected to decrease.
  • Traffic issues will be addressed in Master Plan. Rate of development is expected to be slow, with 10 – 15 new dwellings/year
  • Staging of construction access will be part of traffic management plan. Also impact of new development on existing Broulee residential area will be part of master plan.
  • There are standard conditions of consent for construction traffic through the site and town.
  • Concern about existing congestion in Heath St. Consultations on master plan will cover timing and construction impacts. Doubtful that any extra access to George Bass Drive be contemplated because of E2 zoning.
  • Concern about management of wildlife within E2 zone and when development area is cleared for construction. Suggestion that large, remnant hollow bearing tree sections be relocated so that habitat for resident fauna has minimal disturbance. Raise issues in context of public comments on master plan.
  • Understand that there will be staged process of clearing land.
  • Overflow stormwater will still drain to South Broulee where water quality is already an issue.
  • ESC to present Master Plan to BMPCA after Gateway Determination. Expect public exhibition to be about 2 – 3 months away.
  • Many thanks to Mark and Jeff for presentation and BMPCA, we look forward to developing a high quality plan together.

Treasurer’s Report
  • $5209.62 in general account. 2016 membership invoices will be emailed/posted next month
  • $27,909.27 in shared pathway account. Recent fundraisers include: $440 from sandcastle competition, $277 from Art on the Path and $1100 from IGA Community Chest.
  • Extension of Bengello Track shared pathway is still high priority as identified by BMPCA vote. Trying to get answer from ESC about need for archaeological study given that track follows airport fence which has been modified a number of times since WW2.
 
Other Events
  • Broulee Beach Fun Run 26 February at South Broulee. 4 pm for entry 2 km, 3.5 km and 5 km. Support for both Broulee and Moruya public schools
  • Broulee to Breakers Ocean Swim March 13. Need volunteers at 5 pm Saturday and 8 am Sunday for registration. Major fund raiser for BMPCA.
  • BMP Dunecare Ecology Walk 9 am 21 February. All welcome.
  • Sandcastle Competition – new volunteers are required. Approval submitted for New Years Eve 2016. No new volunteers – no event!
 
Traffic matters
  • Provision of pathway from Surfside St to Pacific St along Annetts Parade, Mossy Point. Possibility of changing proposal for pathway via Muffin Shop.
  • Concern about increased traffic along Elizabeth Drive
  • Possibility of upgrade of Bengello track on northern side of bridge to location of removed gate.
 
Street Trees for Broulee
  • Add to general amenity of Broulee village. ESC advice on this issue to be placed on BMPCA website. See attached PDF for advice on planting.
 
Dogs on Beaches Proposal
  • Draft proposal requested at November 2015 meeting and circulated with February Notice of Meeting
  • Dogs are currently allowed on most of North Broulee beach off leash and at all times
  • There is poor signposting of the areas where dogs allowed which confuses visitors particularly at Bayside St entry
  • Dogs are supposed to be under control but there is no definition of what this means
  • No change to no dogs rule on Broulee Island, Candlagan Creek, or South Broulee is proposed
  • The proposal sought to clarify when and where dogs were allowed, taking into account times when the beach is crowded.
  • Accept that north to toilet block was wrong and that Train Street access with clearer on-beach signage is preferable.
  • Suggest that dogs be allowed within time frames suggested  (5pm to 9 am) and include Shark Bay as many dog walkers like to do a circuit from Train Street or Bayside Street to South Broulee.
  • Suggestions from the meeting and via email were discussed. These included no dog beaches (which already exist).  Specific times do not take into account tides. Many elderly dog owners like to walk at low tide. Hand out information to people about prohibited areas and times. Education is simple – letter to all households about rules.
  • Possibility raised of sign saying dogs allowed on leash between Candlagan Creek and Mossy Point Headland. Concern that traverse playground.
  • Council has management plan for dogs on beaches, however it has advised that it would take new approaches into account.
  • General agreement (show of hands) that proposal on the table has merit. Accept that compromise is necessary and that a further proposal will be put forward at next meeting.

South Broulee Viewing Platform – Greg Miller (ESC)
  • Construction funded through Special Rate Variation ($40,000).
  • Construction to start next week. Build to allow possible extension and removal of some components in storm event.
  • Vegetation damage/removal to be minimised. Some strategic planting after construction planned.
  • Considerable support for any Stage 2 to be built at end of turning circle. This area could be improved to include seating, picnic tables etc and provides much better view of surf break for onlookers. It would involve extension of pedestrian path to site which in turn would require widening of access road and kerb construction on path. This would improve safety of this general area.  Interestingly, there was seating in this area in the past and was well used by early residents.
  • ESC commits to documenting suggestions from community.

BushFire Risk Management Plan Meetings
The Eurobodalla Bush Fire Risk Management Committee is seeking input from the community on the upcoming review of the Eurobodalla Bush Fire Risk Management Plan.

Several workshops are planned for the public to participate in as part of the management plan review process. Representatives from the NSW Rural Fire Service, Eurobodalla Shire Council, Forestry Corporation NSW, National Parks and Wildlife Service, and Crown Lands will be in attendance to discuss the plan and initiate a constructive conversation on risk mitigation measures.
The workshops will be held on:
  • 25 November at 6.30pm – Moruya RFS Brigade Station
  • 26 November at 6.30pm – Deua River RFS Brigade Station

The Eurobodalla Bush Fire Risk Management Plan is a strategic document that identifies the community assets at risk and sets out a five year program of treatments to reduce the risk of bush fire hazards.
The current plan is due for renewal in 2016 and these workshops are the first phase of the review process.
The review of the plan is being coordinated by the NSW Rural Fire Service and any questions should be directed to Eurobodalla Fire Control Centre on phone 4474 2855.

Coastal management reforms information session, Narooma
The NSW Government’s coastal management reform package is out for public consultation until 29 February 2016. The reform package sets out proposed changes for better managing how we live on the coast.  You can learn about the full reform package on the Office of Environment and Heritage website at: www.environment.nsw.gov.au/coasts/coastreforms.htm

The Office of Environment and Heritage has invited the public to join a session to find out what’s on exhibition, details of the key proposals and how to have your say.
A Community information session for our region will be held at:
  • Narooma Golf Club, 1 Ballingalla Street, Narooma
  • Wednesday 2 December 2015, 6pm – 8pm
This session will include some short presentations, information displays and plenty of time to have your questions answered.

Eurobodalla Draft Rural Lands Strategy
Council is seeking submissions on their Rural Lands Strategy by this Friday 27th November. The draft strategy can be found on the Councils website:  Alternatively, the organisation, SAGE, who run the Tuesdays Moruya Farmers market have written an interesting analysis from a local agriculture perspective which you can read in their newsletter.

Global Climate Action Day Moruya
We were notified that a newly formed group seeking to do something in Eurobodalla about climate change are gathering on November 28, beginning at 10.30 in the Rotunda Park near the river in Moruya. Gateway Determination

On the 2nd October the Department of Planning released its Gateway Determination on the proposed changes to the LEP relating to the Broulee Development.

You can read the full information on the Departments LEP Tracking website which lists the proposal as "Resubmission required at Gateway"

"Dear Dr Dale

I am writing in response to your Council's letter dated 1 July 2015 requesting a Gateway determination under section 56 of the Environmental Planning and Assessment Act 1979 (the Act) in respect of the planning proposal to rezone undeveloped residential land at Broulee and amend the minimum lot size and building height maps.

As delegate of the Minister for Planning, I have now determined that the planning proposal should be re-submitted by Council following completion of the additional work and information required by the conditions in the attached Gateway determination (see below).

It is acknowledged that the subject land has been zoned for residential development and also contains important vegetation communities. The Department is aware of the outcomes of the Broulee bio-certification process, and the need to preserve the biodiversity corridor through the application of the E2 Environmental Conservation zone. The Department also supports the reduction in the minimum lot size from 550 square metres to 450 square metres and notes that the maximum building height is to remain at 8.5 metres.

However, it is considered that Council has not provided sufficient detail on how the proposed R3 Medium Density Residential zone and associated built form would sensitively integrate with the existing coastal character and low scale village of Broulee.

Therefore, to progress the planning proposal, Council is to undertake a master planning process to inform the proposed zoning and development controls for the subject site. The masterplan should consider the proposed development scale, form and layout of the site and associated development controls to achieve the desired built outcome. The masterplan should also illustrate how future development of the site will integrate with existing development. The planning proposal is to be amended following preparation of the masterplan. The Department is available to work with Council to progress this matter".

Gateway Determination
"Planning proposal (Department Red: PP_2015_EUROB_004_00)

I, the Acting Deputy Secretary, Planning Services at the Department of Planning and Environment as delegate of the Minister of Planning, have determined under section 56(2) of the Environmental Planning and Assessment Act 1979 (the Act) that an amendment to the Eurobodalla Local Environmental Plan (LEP) 2013 to rezone land at Broulee from R2 Low Density Residential to R3 Medium Density Residential and E2 Environmental Conservation and amend the minimum lot size and height of buildings maps should be re-submitted for the following reasons:
  1. Council has not provided sufficient strategic justification to support the location and scale of the proposed R3 Medium Density Residential zone adjacent to the E2 zone proposed on the subject land.
  2. Council should prepare a masterplan to:
  • demonstrate how the proposed higher density residential area can be integrated into the scale and character of the Broulee urban area
  • address issues of urban design (including the Coastal Design Guidelines), management of conservation areas, traffic, pedestrian/cycling access, stormwater management and any other development control issues considered necessary to enable a full assessment of the proposal.
  1. Council is to consult with the Office of Environment and Heritage and NSW Rural Fire Service during the preparation of the masterplan;
  2. Following preparation of the masterplan, Council should update the planning proposal inline with the outcomes of the master planning process and re-submit to the Department for a revised Gateway determination."

Minutes of Broulee and Mossy Point Community Association 10th September 2015
 
General Business
  • Many residents raised their concerns about the 3 page letter that was sent by the Mayor to 1400 ratepayers in Broulee and Mossy Point accusing the Association of distributing "factual inaccuracies". It was explained that all figures provided within the BMPCA newsletters have come solely from official Council documents. The Association Executive organised a meeting with the Mayor on Wednesday 16th to raise our concerns about these accusations. (See below for the outcome of that meeting)
  • It was decided to decline the offer of the Eurobodalla Business and Community Forum to join their party.
  • It was agreed that the Association should accept the invitation from the General Manager of the shire to participate in a process of improving the Communication with the Community.
  • It was noted that the Broulee village signs need replacing and that we should get some created for Mossy Point as well.
  • The water pooling on Coronation Drive near the North Broulee Toilets after rain was raised with Council staff.
  • Policing of the no Dog signs (Rangers, Dog rules are very complex)
  • It was noted that the Fallen Tree on the reserve in Mossy Point had been cleared from the path
  • It was noted that the bridge work has result in the bins being removed from Candlagan Creek carpark.
  • There was agreement that the Community Association should run the New Years Eve Sandcastle Competition. Broulee Surf School to Sponsor
  • Landcare held a planting at Skatepark today Friday 18th
  • Approve $1000 expenditure for printing material
  • A resident suggested that Council should consider following Canberra Cat containment laws for new developments. (http://www.environment.act.gov.au/cpr/conservation-research/cat_containment).

Warren Sharpe Director of Infrastructure.
Warren gave an insightful overview of the excellent work his team is doing around the Shire.
  • Warren gave an overview of the major works that the Council has been involved with including overseeing many upgrades on the Kings Highway on behalf of the RMS. You can read more on the Infrastructure Priorities on the Advocacy Section of the Council website
  • Warren provided an overview of the Councils involvement with South East Australian Transport Inc as a means to advocate for the development of progressive plans for the upgrade of Kings Highway. He noted that Canberra Tourism is critical for the Eurobodalla Shire and he noted that Broulee has many members of our community who are from Canberra. He encouraged Broulee residents to support the SEATs organisation and Council in this process.
  • Warren gave an overview of the construction of a wheelchair accessible viewing platform at South Broulee. In the Council rate variation proposal, $40,000 was allocated for this project.  Construction would be done after Christmas. It was noted in the meeting that it would be good to extend the existing Bike racks near the platform as the current ones are always full. The Community Association would like to thank local resident Greg Howlett who has been championing the project.
  • Extension of the dirt path to North Head Camp ground is not part of Councils main pathway program but they would like to help if possible. The major issue is that it would classed as a major ground disturbance and thus would require an archaeological and fauna survey which would take 6 months and could cost $10,000.
  • There are no plans for constructing an off road cycleway on North Head road around the bends. The cost would be prohibitive
  • Review of other major projects – Rosedale-Guerilla Bay Sewerage Scheme is going ahead to accommodate the major developments which are planned at Rosedale.

Candlagan Bridge Replacement

Initially Council tried to repair the bridge but found the concrete cancer was too severe and the bridge needed replacing. The project budget is $2.5 million. Council was able to secure $2.22million by Federal and State Governments. Council contributed the remaining $0.28 million. One of the common community questions was about timing and why Council chose to commence the construction before Christmas. This was explained because the external funding must be used within a particular timeframe and if work commenced after Christmas there was a risk that the external funding may not be able to be fully utilised.

The new bridge was designed by Snowy Mountains Engineering Authority (SMEC). Tender for construction was won by Nelmac and supervised by Council.
 
Council have chosen to build the temporary pedestrian bridge on the upstream side of the bridge. Feedback from the community was that the eastern side of the site was difficult pedestrian access because of the muddy sections after the rain.

Council had contacted the local schools to try and organise a field trip to the site and to encourage our future Engineers.

There have been some delays in commencing the work including:
  • Due to wet Weather delays
  • Contractor has been delayed on previous job
  • Environment approvals for the temporary footbridge have taken longer than expected due to the bridge being in a marine sanctuary.
  • Existing bridge piles are in different place than original plans so the new bridge plans needed refinement.
  • The Contractor commenced work on site Monday 14th September and first step is to build the temporary foot bridge.
 
Given the delays to commencing work it may be possible that the bridge will not be completed before Christmas. Council Engineers are available to discuss any issues you have and Russell has agreed to provide regular updates and will attend the next Community Association meeting.
 
Next meeting is Thursday Evening November 26th which will be our AGM.
