MINUTES
Treasurer's Report.
Some discussion on need for renewed fundraising, when
Mossy Point shared pathway paid for. Suggestions : sponsored
pavers, minimum lot 100, Theatre night at Bay Players. F/U
*. President welcomed Mayor Liz Innes, Councillors Tait and
McGinley to the meeting and moved agenda items forward for
her comment.
*. Estuary Estate / Oaks Ranch issue. - Ross asked Susan Matthews and Wayne Kelly of the Estuary Estate Residents Action Group to present background going back to 2009 /2010 and the current situation.
Key concerns are planning proposals have been made including a gateway determination for up to 90 dwellings at Oaks Ranch which is not zoned for residential dwellings with no public consultation. Recently planning approval has been sought from ESC for an access road to be built from Oaks Ranch to the closed Estuary Estate to George Bass Drive with little or no consultation with the residents of Estuary Estate, causing extreme concern. The group is persuing the issue with ESC.
Mayor Innes cautioned that if decisions made by planners with no valid reason to reject a DA are overturned by Councillors, can lead to the Land and Environment court, not often successful and a cost to the community.
She suggested a delegation meet with the planners to seek solutions.
*. CAMP - Companion Animal Management Plan : Council released a proposal for changes to areas in the shire where dogs could be exercised. The proposal significantly reduced the allowable areas on North Broulee Beach. The community was canvassed via online survey, direct consultation and submissions. The initial consultation period closed 2 weeks ago and they are not accepting any more responses in this stage of the plan. Council reported that 2,500 responses were received and will be analysed and draft plan put to the community for further consultation by public exhibition later this year. The Councillors noted that it is extremely important to encourage community members to respond individually to these types of consultation, as form letters and group responses are often considered as a single response.
*. Captain Oldrey Park. : master plan being prepared, draft should be on public exhibition in June/July. Liz Innes encouraged the community to find solutions.
David McCann proposed "a subcommittee be convened to formalise a response to Council for the future use of the bushland adjacent to Captain Oldrey Park" 2nd B. Schaefe, carried. Subcommittee : D.McCann, B. Schaefe, D. Lloyd Jones, L Boyton.
The subcommittee to prepare a response on the bushland area to have ready when considering the master plan.
GENERAL BUSINESS
*. Shane O'Keefe reported on requests to Council on verge
planting and habitat boxes, ongoing.
Tree petition still active at locations around Broulee, Deputy
Mayor, Anthony Mayne to be asked to table petition in
Council.
*. Bay to Breakers Swim - final report due, BMPCA to receive
$4,000 to bolster Shared Pathway account.
*. Water station installed at South Broulee with possible
addition of a shower.
*. Mosaic panels on disability toilet at Nth Broulee to be
explored with original mosaic artist and Women's Board
Riders group. Will need grant funding, sec to F/U.
*. Request from Mossy Point residents for traffic noise
abatement approaching the boat launching ramp at Mossy
Point.
*. Elizabeth Drive - request to Council for traffic calming,
(speeding cars) rough surface, upgrade to bike friendly
surface.
*. George Bass Drive / Annetts junction rough surface and
long grass obstructing sight.
*. Bayside Street sewerage pump station : screening
vegetation plantings replaced after original plants died or
burnt in bushfire being damaged by Council staff insisting
on drive through facility. To arrange meeting with Brett
Corbin to resolve the issue, in consult with local residents.
*. Request to Council for pathway maintenance on connecting
path from Train Street to Cambridge Crescent, for children
accessing Broulee Public School, and residents.
*. Council to be thanked for attention to line marking access
to disabled toilet from Coronation Drive.
