General Business:
Bushfire Risk Management Meeting
- Draft plan for Broulee underway and comments will be made on proposed Broulee development.
- Safe havens were to be worked out. Nominally Jack Buckley Park, Tomakin but difficulties because of Candlagan Creek bridge.
- Concern expressed about evacuation of schools, Banksia village, however RFS has system in place. Safe areas have been identified at schools.
- Guerilla Bay has notice board that shows safe havens, however evacuation decisions and preparation of bushfire plans are responsibility of residents.

Draft Rural Lands Strategy

- 10.30 am Rotunda, Riverside Park, Moruya to coincide with start of Paris Climate Change meeting
- ESC reported to have met with NSW Planning last week
- BMPCA Executive met with ESC concerning its letter to ratepayers about the BMPCA summary. ESC promised to put out a press release acknowledging that the BMPCA explanation was based on Council papers. The press release has not yet been published.
- Removed because on Council-wide problem with safety of existing chain.
- New Year’s Eve, 4 pm

- Council needs to break up road crust to allow water to drain.
- Advised that Council aware of issue.
Broulee to Breakers 2016 Ocean Swim
- 13 March, BMPCA provides help with sponsors, entries, race set up, and other jobs on the day, please volunteer.
- Concern people ignore “Dogs Prohibited’ signs.
- Signage contradictory
- Little policing over Christmas – this needs attention.
- Possibility of simple timing : before 9 am after 5 pm.
- Andrew Bain to draft possible approach for ESC to consider – to be discussed at February 2016 meeting.
- Need to invite feedback from rangers.
- Bridge will not be completed by Christmas, as planned – possibly now February.
- Pedestrian access will be modified to improve beach access over holiday season.
- Access under bridge for kayaks, paddle boards to be investigated by Council
- Broulee PS, St Peter’s College have visited site. BMPCA invited to attend bridge construction excursion when deck slab poured in late January. ESC will liaise.
- Bridge materials meet Australian Standards.
- Construction funded through Special Rate Variation ($40,000).
- Construction to start next week. Build to allow possible extension and removal of some components in storm event.
- Vegetation damage/removal to be minimised. Some strategic planting after construction planned.
- Considerable support for any Stage 2 to be built at end of turning circle. This area could be improved to include seating, picnic tables etc and provides much better view of surf break for onlookers. It would involve extension of pedestrian path to site which in turn would require widening of access road and kerb construction on path. This would improve safety of this general area. Interestingly, there was seating in this area in the past and was well used by early residents.
- ESC commits to documenting suggestions from community.
- Vote of thanks for briefing from Council officers.
- Needs to be reviewed. Suggest advisory signs on Coronation Drive, Annetts Parade.
- Introductory signs to village should include message to slow down.
